This report, which is the product of a 6-month work, represents essentially the search for an answer to the question “how can we contribute the need for a new constitution?”, which has become more prominent after the referendum on 12 September 2010. Of course, this question can be answered in different ways; different proposals can be put forward and different methods can be used. The method preferred in this report is to underline the basic problem areas which should definitely be overcome in the new constitution and to provide proposals for them.
