After 1980, the change is clearly observed in the civilized world. Recently it has been Prime Minister Recep Tayyip Erdoğan and the change has gained momentum with the presidency of Abdullah Gül. After the referendum on September 12, 2010, the change process has been consolidated in Turkey. Without doubt, politics is not the ability not to govern the people, not to solve the problems, and to offend people. Also the politics cannot mean adopting instability and inability. Not to pave the way for the country and not to be a regional and global power cannot be considered as the milestones in politics. Especially during the coalition government, the deadlock in politics or non-functionality of the parliamentary is questioned in Turkey.
Chronologically, Parliamentarism, the Presidential System, and the Semi-Presidential System are all democratic systems. The cradle of parliamentarism, the British system puts the execution in a higher position in practice although in law there is equality and balance among the powers. In the British system, there are two separate parts: House of Representatives and the Senate. Parlamentarism is criticized because the Cabinet not only has the power of execution but also the power of legislation in practice. The parliamentary system can be divided into four: dualist, monist, rationalized, and contemporary. Turkey has adopted parliamentarism since 1909.
The Presidential system in the USA guarantees the stability of administration and politics. In the meantime, these are the differences between the socio-political system in Turkey and the one in the USA: the culture of democracy and negotiation in Turkey is not as reinforced as the one in the US. The NGOs in Turkey are not strong enough. The governors in Turkey do not come to power through elections. There is a cumbersome democracy in Turkey because everything is tried to be controlled just from one center. Therefore, it should not be centralism, but decentralization. There is a federal system in the USA; there is a two-party system; and the president is elected with two-part election. The jurisdiction is as strong as the legislation and execution. The execution cannot bring in a bill to the Congress; the Congress is only responsible for legislation and control. The ministers (secretaries) are appointed by the President (but not from the Congress).
The Prime Minister in Turkey is more powerful in comparison to the one in the USA. Whereas in the US the congress is responsible for the implementation of the budget, in Turkey the administration is responsible for it. Here are the attributes of the semi-presidential system, which is originally in practice in France: the President is elected by the people; the government has two heads- strong President and Prime Minister- like Parliamentarism.
