The complete stability in Kyrgyzstan, especially in the south region, has not been succeeded after the presidency of Kurmanbek Bakiyev with the help of civilian revolution this year in April and overthrown him with the same process. The supporters of the ousted president Bakiyev, created a short term tension in April and they again caused the similar tension in May. Anti-interim government forces assaulted the government buildings of Jalalabad and Batken provinces on 13th of May and they wanted the deposed governor of the region to be nominated again.
The Events in May
After the undersized clashes between the government forces and the supporters of the ousted president Bakiyev, the situation was taken under control. While the clashes had lived in Osh and Jalalabad provinces on 14, May and the government building of Jalalabad city was taken possession by the rioter groups, the government building of Osh city was under control of government forces.
The clash between Kyrgyz and Uzbek took place on 19, May in Jalalabad 2 people died and more than 70 people were wounded. The mentioned two groups accused each other for the responsible of the incident and applied pressure on the government to find the unknown assailants. The same day, the supporters of the ousted president Bakiyev, attack to the People’s Friendship University which is founded by Uzbek in Jalalabad, with stones and sticks and the following there was an arm-conflict between the supporters and the security forces. The mentioned University was built by Kadiryan Batyrov who is the prominent businessman of the region. According to the claims done by the Bakiyev’s supporters, Kadiryan Batyrov, fired the houses, which belong to Kurmanbek Bakiyev, on 14, May in Teyyid Village, Jalalabad, with his men. The supporters of Bakiyev alleged Kadiyan Batyron guilty and demanded him to be punished. The interim government tried to intervene in the events in this region and declared a curfew until 1st of June in Jalalabad. Approximately 5 thousands of Bakiyev supporters gathered around the horse race circle outside of Jalalabad province and took hostages the interim government’s Defence Minister Ismail Isakov and the region governor Bektur Asanov who were there to calm down the situation, on 20th of May. The Bakiyev supporters wanted to be caught of the unknown assailant(s) of the Kyrgyz citizen who was murdered on 19, May in 24 hours. With the thought of Kyrgyz who got together at the horse race circle and could possibly attack to the People’s Friendship University, some Uzbek took the University under protection, whereas, the clashes with stones and sticks still took place. The same day, the armed forces and other military equipments were sent to the region with the aim of the security to be supplied by the interim government. A special team which is subordinated to the Kyrgyz government, entered the People’s Friendship University and seized the guns be hidden here. Thereby the events were calmed down to some extend.
According to the statement of Kyrgyzstan interim government president Rosa Otunbayeva, the ongoing non-stable situation got even worse with the clashes between Kyrgyz and Uzbek. Otunbayeva, by pointing out the creators of the clashes and especially the ousted president Bakiyev, declared her condemnation to sow the seeds of tensions between Kyrgyz-Uzbek. The Otunbayeva Government stated that they will continue to the constitution referendum in June and the cancellation of the general election, which would be in October, for 1 year.
The Events in June
The tension created by the anti-interim government forces in the south of Kyrgyzstan and with this tension the appearance of the Kyrgyz-Uzbek clashes was the main concern of Shanghai Cooperation Organization to target at security and economic co-operation in the region. In Shanghai Cooperation Organization Foreign Affair Ministers meeting, the events which have been encountered in Kyrgyzstan, evaluated and the decision of helping the region has been taken on 23rd of May. Moreover, the opinion of sovereignty of Kyrgyzstan and to support it was the common view in the meeting. At the leaders summit of the Shanghai Cooperation Organization in Tashkent, Uzbekistan, which was held on 11th of June, the idea of encountered events, which were taken place in Kyrgyzstan, were crucial to supply peace, security and the stability in the Middle East.
However; the fights between Kyrgyz-Uzbek young escalated the tension in Osh, on 10th of June. The incident continued during the night and the concert halls, supermarkets, shopping malls and automobiles were plundered and got fired in Osh. Kyrgyz interim government declared a state of emergency in the morning in Osh from 11th June, until 20th June.
According to the obtained internal note of SDE, the provocateurs were on work behind the May-June events. Some provocateurs with masked, camouflage patterned cloth soldiers and police cloth mercenary soldiers caused the aggravation. In the obtained note of SDE, it has been determined that the supporters of ousted president Bakiyev, try to prevent the referendum for the constitution on 26, June and the general election in October by provocation. By creating these events the Bakiyev supporters open up the legitimacy of the existent government for the discussion. In other words; before the referendum of the constitution and the general election come true, the intention to take hold of the administration was in existence. On the other hand; there will be a ground after the referendum of the constitution and the general election for Bakiyev and his family, who are known with corruptions, to be judged. Bakiyev and his family would be accused by the all crimes which were committed from April until now in Kyrgyzstan.
The Historical Background of the Events
Bakiyev’s family and his supporters provoke the vulnerable ethnic and economic balances in the poor south of Kyrgyzstan compare with the north by using their traditional effects in the region. The leader of Soviet Union Stalin portioned out Fergana Valley in which the historical Uzbek culture has strong influence, among Kyrgyzstan, Uzbekistan, and Tajikistan after 1924. Osh and Jalalabad cities, which are in the Fergana Valley, encountered with the same events in 1990. Approximately one year before the proclaiming the Independence of Kyrgyzstan the Union of Soviet Socialist Republics Russian soldiers intervene and stopped the ethnical clash in Osh and Jalalabad states in 1 month. According to the legal records 1200 people died in this ethnical clash.
The Fergana Valley, in which the oldest cities Osh and Jalalabad take place, is among Kyrgyzstan, Uzbekistan, Tajikistan and the East Turkistan. Fergana Valley is known as a fruitful piece of land since the history which was tried to be controlled by big powers. The Chinese Emperor Wu-ti, sent troops includes 6000 soldiers to seize “the precious horse” (Hanxue ma), which is in Fergana Valley, in B.C.104. The troops which have 60.000 soldiers were sent again in B.C.102. The commander of the Chinese army Li Guangli, killed the emperor of Da-yuan (Yavana) and appointed someone who advocates Li Guangli, instead of the murdered emperor. However, after a year Chinese partial emperor was killed by the local forces and instead of him the brother of the ex-emperor was appointed. The stories in the Fergana Valley were continued like this. The emperor of the Fergana Region in Fergana Valley was killed by Gokturk regional commander in 627-649 and one was appointed who was originally Gokturk. Whereas, the relatives of the ex-emperor overthrew the Gokturk origin emperor and took over the ruling system. The Chinese army, which broke the power of ruling Turks in the Middle East in 658, reached the Fergana Valley and established a rule mainly controlled by them. Yet, Kutaybe bin Muslim who was the Middle East emeer of Emevis, appointed someone else when he entered the Fergana Valley in 713-715. The Tibetans who got populated in the Middle East also, were supporting Arabs against Chinese and advocating the emperor of the Fergana Valley who was preferred by the Arabs. After Kutaybe’s dead (in 715) the Chinese army cruised over Fergana region again and brought the ex-emperor in ruling. The old emperor, who was dismissed by China, got the ruling power again in 720. When the Korean Buddhist priest Hui Chao reached the Valley in 726-727, there were two emperor as north and south (Gokturk origin in north, Arab origin in south) in the region. Being under influence of Turgishs, the region Fergana, stayed vassal country of China and fought against the regional army of Abbasid after 739. The Fergana Country was ruled out by Samani state in 820-821.
Chinese, Turks (Gokturks/Turgishs), Tibetans and Arabs were the big powers which were struggled in the Middle East in mentioned term. Today the big powers such as; Russia, China, the USA influences the Middle East. The big powers either intervened the region according to their interest or stay/ stayed passive. As the events occurred in the south of Kyrgyzstan which affect Russia, China and the USA, a positive answer was not given to the call of the interim president Rosa Otunbayeva. These powers will appear when the fights between local forces finishes until the determination of the political position, the blood will continuously poor out. And the recovery of the wounds will take couple of generations. If there is no stable atmosphere in the Middle East, the big powers which are being mentioned above and their interests will be affected and there might be struggles among them.
There are similarities among the event encountered in 1990, 2005, 2010 events in Kyrgyzstan and the events in the history. The main issue is how to draw and learn the lesson from the history.
