Does Loya Jirga bring peace to Afghanistan?

Three years ago, the idea of Afghan government sitting on the same table and trying to reach reconciliation with Taliban, against whom it was fighting for nine years, seems to be the furthest possibility on minds. The strong sign of compromise was given on 25th of January, 2010 in Istanbul in which Turkey, Afghanistan, Pakistan summit was held. In the summit the decisions were taken for the common action about the future of Afghanistan and the security of the zone and the stability. After the negotiations, the president of Afghanistan Hamid Karzai gave the first signals of the policy to attempt for compromising with Taliban in his speech.

Right after this meeting, the Afghanistan Conference came to the same conclusion with the participation of 70 countries including the UN general secretary Ban Ki-Moon, Afghanistan President Hamid Karzai, the prime minister of England, Gordon Brown, Turkey’s Minister of Foreign Affairs Ahmet Davutoğlu, and the USA’s Minister of Foreign Affairs Hilary Clinton, Hamid Karzai specified once again how decisive he is about compromise with Taliban. In this subject he also said his expectation about contribution and supports of all allies’ mainly the neighbors of Afghanistan.

These messages of Karzai, aroused anxiety and hesitation among America, the European countries and allies of Afghanistan about collaboration and compromise with Taliban, in those days. Whereas, Karzai, didnt change his attitude like he did at the London Conference and called the Great Assembly (Loya Jirga) to assemble how to provide peace in his country.
 
Despite the whole blockade efforts to the meeting, Loya Jirga or peace council continued for 3 days with the participation of more than 1600 delegates including foremost community leaders, religion pioneers and representatives in Kabul on 2nd of June in. The meeting ended with the decision of supporting the President of Hamid Karzai’s offering hands to the negotiation plans with Taliban. Nevertheless, there was no eventuality at the stage of the reintegration of militants who were on the Taliban’s side. There was not a common decision also about; elimination of the Taliban Leaders from the black list, the amnesty for the militants who refuses the violence, the transfer of the Afghan rebels who were in the prisons made by the Americans. Mainly the help of America with fellow countries, allies to Afghan government about the reintegration projects of the militants is seems to be essential. However; these countries are still worried about compromising with Taliban and they believe that there still not a suitable atmosphere for it. That’s why, on the one hand the peace negotiations continue, on the other hand a big military operation for Kandahar goes on in Afghanistan.
 
Another inconveniency about the peace council that; whether Taliban will lean towards the call for the peace positively or not. Because, there are statements of Taliban about not bargaining and dropping the guns unless foreign forces withdraw from Afghanistan, in the past. Especially, it represented its attitude through the attacks in the opening of the council.
 
Despite this entire negative atmosphere, it should be evaluated as important steps of Karzai’s insistent approaches to have peace, stability and security in the region with Taliban. If Taliban accepts this olive branch, which is offered, it is more likely to encounter with an Afghan government in which the Taliban is able to speak authoritatively in the upcoming days. As a matter of fact; the steps which are taken not by the foreign forces but by the Afghan administration in order to discourage Taliban, which mainly generates from Afghan people, never lose anything from its power and the USA has been struggling for nine years, from war emerges as the most logical way in terms of providing Afghanistan’s future, peace, reconstruction and especially the future of Karzai.
