The Institute of Strategic Thinking (SDE) continues its activities that illuminate the public and warn authorities about what happens in Kyrgyzstan. Assoc. Prof. Haluk Alkan from the Public Administration, Faculty of Economics and Administrative Sciences at Kahramanmaraş Sütçü İmam University, prepared an analysis on “Kyrgyzstan: The Political Instability in the Shade of the Centrifugal Resistance Against the Authoritarian Centralization”. In the analysis, published as SDE Analysis, impeding dynamics of the political institutionalization, the mechanisms of the political life, economic dependency, the political developments after the Tulip Revolution in 2005, and the change of power in 2001 are dealt with.

With the historical, social and economic dynamics that are decisive in the political life, how the aforementioned background has caused a government structure and the relation between those in authority and those in opposition are analyzed in the analysis. It is indicated in the analysis that the change of power in Kyrgyzstan is the outcome of the tension between those in authority, who want to have a central control mechanism for governing the country, and the centrifugal powers. Furthermore, April 2010 incidents and its possible outcomes in the light of the political developments after the change of power in 2005 are questioned in the analysis.

It is pointed out that not only Russia and China but also the USA has an effect on this crossroad country in the Middle East. It is also stated that Kazakhstan, having a traditional and present effect on Kyrgyzstan’s policy, might be a negotiator by having a balancing role in order to form a new government structure based on the North/South balance as it did when sending Mr. Bakiyev off the country.
