In the analysis, it was emphasized that it was important to build “a common fair memory” in the bilateral relations. It was also highlighted that Turkey should be determined about the initiatives and should develop methods of diplomatic pressure in order to compel Armenia to cooperate by improving the relations with Armenia’s neighbors. In parallel with this, it was emphasized that in order to solve Turkey’s protocol crisis, Turkey should keep its search for a dialogue with Armenia and it should be continued with including the responsible countries and the international associations in this process, in which the protocol will be signed.
In the section on “The Suggestions for Turkish Foreign Policy” of the analysis, it was indicated that in order to make a positive contribution to Turkey’s improving relations with Armenia, Turkey should be open to the cooperation with other countries; yet it should take precautions against the occupations of the third countries that can harm the knife-edge relations; and Turkey should keep itself away from any steps that might cause Turkey to identify its foreign policy with these countries’ and in that sense it might tense the relations with Armenia.
