Tutelage and Democracy

However; what the elitist admired as “good” for the public, is never what the public in demand of. Therefore; democracy always makes this elite decision cause frustration inevitably about the public. Providing that; this frustration was experienced simple and intimate at the first stages of the Turkish modernism because while these elitist people were trying to impose public what they have memorized and thought as “true” in the elitist education system, elitists really thought that they do something for the public. The opposite demand of the public to this knowledge and the life style was making the elitist missioners sad.

Nevertheless, these frustrations turned into sort of an alienation and anger in time. Because, they most probably also realized the fact that the relationship with the target populace, who shall be educated, could not be reduced to a simple elitist – ignorant relationship. They started to look at the matter from an aspect of tension, which were produced owing to the reason of looking at the world from a different point of view. At this stage the old elitists’ power ambition which recognized no rules and ethics, started to make itself apparent with all its dimensions.
 
The style of dominance which is trying to be imposed over the people by the elitists today, based upon the idea of elimination, exclusion and destruction of an enemy which firstly had the instinct of elitist and mostly different from tutelage approach. Today we encounter with a tutelage system, different from the “tutelage system” that imposed by the despotic elitists over people to decide which identity is true for the them, which life style is suitable or which knowledge is beneficial. Today’s tutelage system welcomes us with the utmost cruelty and destruction which aroused with the passion of the power.
 
This year the 22nd meeting of the Abant Platform assembled to discuss about the tutelage system which shadows our democratic life.
 
To tell the truth; the tutelage concept was adapted more than adequate as a code name for all kinds of badness which we have encountered in democratic life. There appears a danger with the disruptiveness of “civil tutelage” which leads the military tutelage and judicial tutelage diluent and meaningless. But the issue is closely related with the problems we face.
 
Avoidance of the interruption into every aspect of the civil life through the military system, which comes across with many problems even in its sphere because of technical knowledge, forms a difficult tutelage system. This tutelage system could be counted definitely as the reason of Turkey not being able to improve with all its institutions as it’s meant to do, for 60 years. On the other hand; although the effect of the tutelage system over the judicial system is an inevitable fact that the judicial system’s authority usage over laws can sometimes be limited and the judicial system cannot use that authority under the rules of the democracy. These are the greatest reasons of depending upon an arbitrary willpower.
 
The Constitutional Court (AYM) is confronted with a serious case which is the cancellation of the constitutional amendment in the framework of the tutelage. The Constitutional Court (AYM) can choose the difficult direction even the impossible one and claims superiority over the system. When looking at its actions which are taken so far, no one is sure that AYM can not act the opposite. But, AYM will display an attitude which will definitely call the constitution off once again like it did previously.
  
Every means of the tutelage system over the democracy, bases upon the supervising of those who are more intelligent and knowledgeable compare with the non-self sufficient and under aged people. This idea is “primitive” and has total contrast with democracy concept. The concept of democracy and the tutelage system has no means of accordance together. But; if it is looked at from the optimistic side, there appears an innocent aspect. However; there seems to be no signal of innocence with the tutelage system we encounter today. On the contrary, it appears that law which is supposed to be constructed by the tutelage system is used as a weapon arbitrarily upon the enemies as a dominance form.
 
I hope a liberating mission will occur against this dominance form by thinking of tutelage system with all its dimensions.
