The answers to the question on whether implementing the international decision of the additional sanctions suggested by the permanent members of the UN Security Council and Germany (5+1 states) will result in desired outcomes or not, are seemed to be full of hesitancy and suspicion.
Similar decisions and precautions taken by the international community until now seem to imply the existence of an international consensus. On the contrary, it is indeed known that there are a significant number of loopholes in practice and particularly the state against which the others made a decision and the concerned states are not late to use these loopholes. For instance, it is unquestionable that The People’s Republic of China- which provides its energy need mostly through Iran-, The Russian Federation- which has close relations with Iran for a long time in terms of the nuclear energy sector-, and the states in the Caucasus and the Central Asia- which are well aware of Iran’s strategic position and its position on energy pipelines- will not act in accordance with the desires of 5+1 states. Besides, the pillars of the European Union (EU) such as Germany, France, and England have notable economic, commercial and strategic relations with Iran.
After the decision of additional sanctions on Iran, the Iran administration firstly stated that they would not change their policy and said that the decision was not convincing, valid, and consistent with the international agreements whereas they (the Iran administration) were ready to negotiate on this issue. In addition, they accused the UN Security Council as “not being a proper authority to provide security and to protect the rights of nations in the world”. Furthermore, Iran called the Non-Aligned Movement (NAM), composed of 120 states, not to abide by the decision; stated that they would continue their nuclear activities, which are claimed by Iran to have peaceful purposes; and announced that they would found new centers in this direction.
On Iran’s statement it was indicated that “the USA, the Russian Federation, China, England, France and Israel which have the nuclear weapons are a threat for the world; yet the attention is trying to be dragged away to imaginary threats”.
The President of Russia Dimitri Medvedev also claimed that with the sanction precautions which will be taken unilaterally by the USA and the EU countries, they will go beyond the “approved” aims of the Security Council. According to Medvedev, “It is only possible to reach a solution in the framework of the decisions taken”.
As it’s known, according to the decisions which were approved in Brussels last week, the EU banned the investment and technology transfers in petrol and gas industry which are in key position in Iran. One day before the EU took the decision, the American administration banned the commercial relations with a serial of Iranian firms and the people who are close to these firms and especially to the people who have relations with the revolutionary guards.
No proper observation of “the western origin” sanctions which will be applied to Iran by Russia, China and many allied countries will undoubtedly affect in a negative way and decrease the influence of the Security Council’s decisions.
Actually the sanctions which will be applied by the Western Countries are not to give any harm to Iranian people, but to target revolutionary guards and the Administration. However; to supply the needs of these target people’s requirements in the context of their nuclear activities, they undoubtedly will tend to benefit from third world countries’ sources and to take utmost advantage of the loopholes in the implementations of these sanctions.
